L’arte e la cultura sono aspetti che spesso danno il giusto calore e senso al pragmatismo del quotidiano. Beni preziosi di cui non riusciamo a coglierne completamente la portata ed il potenziale, perché appartengono a quella categoria dell’effimero che valorizza le nostre vite, e che può essere sempre afferrato. Basta allungare la mano e entrare nel mondo dell’arte e della cultura, in tutte le sue poliedriche sfaccettature.
Questo prima. Ora il coronavirus ha travolto gravemente il mondo della cultura: come una pesante mano di vernice scura, una cappa sopra le sculture, un chiuso il sipario senza il conforto degli applausi.

Si interrogano sul panorama complesso e sulle strade da intraprendere due economiste specializzate nel settore della cultura: Paola Dubini, che studia modelli di business nelle filiere della comunicazione e della informazione delle imprese che operano nei settori artistici e culturali; e la ricercatrice al Centro Comune di Ricerca Valentina Montalto.
Lo scenario che presentano è ampio e vario: teatri e musei, organizzazioni di festival ed eventi e tutti i settori che hanno un ritorno immediato per i ricavi della vendita di biglietti sono fermi. Le piattaforme digitali che distribuiscono in streaming, quotidiani e siti web sono in crescita in termini di attenzione, ma faticano a trovare pubblicità; l’editoria è ferma, la distribuzione fisica è difficile per tutti, nonostante le iniziative locali con il connubio tra giornalai e librerie nelle consegne di prossimità. La “biodiversità culturale”, elemento imprescindibile per la circolarità di un pensiero libero e divergente, sembra essere accantonata per pochissimi titoli e autori. Ovviamente in questo sconfortante scenario, non mancano le iniziative di solidarietà all’interno di alcune filiere come il sostegno di alcuni editori alle consegne a domicilio, le donazioni di Spotify, gli anticipi di Apple music per le etichette individuali. Iniziative lodevoli, ma gocce nel deserto e assolutamente non sufficienti per tenere in vita il motore vivifico dell’arte.
Le due ricercatrici delineano tre possibili e fattibili strade da intraprendere. La prima impatta sulle infrastrutture culturali. Tutti gli operatori a qualunque livello territoriale devono fare sponda e richiedere una valorizzazione da parte delle istituzioni culturali di prossimità. Sinergie concrete dovranno cementificarsi tra il mondo culturale, istituzioni territoriali e mondo del turismo (inizialmente nazionale). Lo sforzo è offrire quel minimo di varietà culturale necessaria come offerta atta a garantire il livello minimo per tener viva la domanda culturale, senza il quale lo sviluppo resterebbe freezzato, il chè significherebbe riconsegnare questo settore a morte sicura.
Ragionare in termini sovranazionali secondo le due ricercatrice è una strada che val la pena percorrere, perché la cultura non ha bandiera e non ha confini oltre che priva di limiti. Guardare ai Fondi e risorse europee oltre che quelli nazionali, fare sistema. Programmi come Erasmus+, Horizon 2020, Cosme solo per citarne qualcuno sono da promuovere sempre di più e permettere una maggiore fruibilità da parte delle persone. Ovviamente in questo contesto il tema di una corretta (e lungimirante) allocazione del budget e dei nuovi programmi del 2012 e 2017 diventa fondamentale. Non si può ragionare in termini di soluzione di un’emergenza, ma di approccio sistemico di quello che significa il valore e l’impatto della cultura nelle nostre vite ex ante emergenza sanitaria. E questa la terza soluzione, che più che una prospettiva risolutoria è una analisi semantica della parola cultura. I 7 milioni di ragazzi che stanno studiando a casa devono essere una materia viva da continuare ad alimentare in modo creativo, formativo, evolutivo ed intelligente. Lavorare per trovare strategie e continuare a pensare che la cultura non è uno dei diversivi in periodo di lock down, ma un modus essendi e non solo temporaneamente agendi per costruirsi come persone probabilmente migliori. Il sistema politico, istituzionale, economico deve pensare allora alla cultura non a singhiozzi, o a tentativi, o come arrancante soluzione di inciampi sociali, ma come il condimento necessario senza il quale le pietanze della nostra tavola non saprebbero di nulla.
